I have been trying for the last week to build a dynasty team with all my starters having 99 or better, and finally succeeded in year 9 in my current one. Here is the step-by-step, simming all the way if you want:
1) Turn off simulation injuries, as this will only result in your PDA going off constantly and a lot of headaches. Enable a fantasy draft. Take the first overall pick. I plan to try to do it again with a last round pick, but doubt it is possible.
2) Draft in the following order... Round 1 - Lebron, Round 2 - Dwight, Round 3 - Bogut, Round 4 - Livingston, Round 5 - Green or Williams, Round 6 - Villanueva, Round 7 - Webster, Round 8 - Ariza, Round 9 - May, Round 10 - Mccants, Round 11 - Jack, Round 12 - Bynum
You can obviously change certain players, but I believe this will give you the best possible team in a few more seasons. These players have been chosen because their ratings go up so quickly. The foundation of the team is Lebron, Dwight, Bogut, Livingston, and Webster. This team is also really fun to play with. You may need to try a few times to get it right.
3) Other players who have the potential to reach 99 without a ton of training are Bosh, Amare, Arenas, Iguodala and Josh Smith. I suspect it is possible to get quite a few others up there, but it may be a lot of trouble. Also, some of them play positions you already have filled (Marvin Williams, and Gerald Green).
4) Hire the best possible assistant coach. If you manage to find one with an A+, or even better a Big Man coach with an A+ (Marty Bettman), then things will be a lot easier. Hire the worst possible trainer and scout that you can sign for 3 years, and make sure they are young enough (you don't want 60+ guys because they will retire). You don't want to have to sign trainers and scouts very often, because it will often cause you to miss out on the best assistant coaches. With any leftover money, sign a second assistant coach to a short contract. You want to be able to sign a better one next year when the owner gives you more money. I usually offer exactly what the guy wants, and almost always succeed in hiring him.
5) Always be looking to trade to increase your bench depth. This will lead ot more wins and a higher GM rating. Players to trade for include Nate Robinson, Deron Williams, Chris Paul, Raymond Felton, Sebastian Telfair, J.R. Smith, Gerald Green and Marvin Williams. Notice that I haven't listed many big men. This is because they are hard to come by, so I always draft them.
6) Assign your best assistant coaches to Bogut, Webster, or Livingtson and work them in 4 week cycles. I always assign 35% to the 2 cats the coach is best at, and 30% to the other. Livingston and Bogut are the toughest to boost to 99... They got there just in time for me. Lebron and Howard should get their without any training. Always keep a balanced attack with Webster, Livingston, and Bogut, but remember that Webster is a bit younger and has more time to get there.
7) Send your scout out every time you set your training (4 weeks). This keeps the owner off your ass, which leads to a much higher GM rating. Once your GM rating reaches 100, you no longer need to send your scout out. No matter how much the owner complains, you will maintain your 100. It doesn't really matter who you scout as long as you do it... I just assign him to the top 5 players in the draft and scout them repeatedly, because I don't really care. Sending your scout out more often than this doesn't seem to help your GM rating.
8) Keep a high GM rating. I am convinced that this causes your players to improve more quickly and have longer careers. Keep it high by always checking your PDA every 2 weeks in the early going. Missing the owner's messages really pisses him off and reduces your rating. Losing streaks also decrease it, but winning streaks and good management bring it up.
9) The first offseason is a crucial one. Start by scouting your rookies.... here is all there is to it. Scroll through and write down all the players who have excellent potential and are young (22 or younger... 23 if the rookie class sucks or it is a strong first rounder). This will be useful, as you can refer to the list later when trading (you only want to trade for guys with excellent potential). If the draft is strong or very strong, be happy and plan to trade for your favorites after the draft... this where guys like Ariza, May, and Jack become very useful. If the draft is weak or very weak, only draw from the early picks... the rest will have ratings that are too low to bring up in a reasonable amount of time. If you have traded for guys like Brian Skinner in a 2-player deal for a young star, now is the time to release them. Sometimes your team will be too strong to drop anyone and make room for the draft... that's fine. Just trade later if there are players you want. I always try and go for centers when possible as they have the best market value later on.
10) After scouting and drafting, sign a free agent or 2 in year 2. This will probably be the only year you are under the cap. I try and sign a guy with potential ot really improve (Nene or Gerald Wallace), but going for guys like Ben Wallace, Michael Redd, Jason Terry, etc. is also good because you can trade them for youth. If you do get a guy like this, I like to start him until halfway through the season to boost my wins and GM rating. Then trade a couple weeks before the deadline.
11) Keep your assistant coaches strong! You should be accumulating more and more money to work with, so keep signing the best assistants you can get. After you sign your elite assistant coach, you can often get your second one to sign for 100K or so less than he's asking. If you fail here, no prob... the C- to B- types will be there later on.
12) Always keep an eye on player's improvement over the offseason. If they start fading, trade them fast.
Well, that's all there is to it. By year 6-7, you should have a good idea whether or not you will make it to all 99s. If you're not there at year 10, it just isn't gonna happen. Rinse and repeat... you'll get there eventually. The same strategy that got you here should get you through the rest of dynasty mode in style.

there is an easier way of getting 99s...
when you at the game main menu(not the dynasty menu) goto roster updates and create 10people with 99 for all their ratings...and when your doing their bio make their team the team ur gonna use for dynasty...if there isnt enough roster space then goto roster management and release some unwanted people...until u get all 10(or however many you have people) in the team and then start new dynasty pick the team uwant and disable fantasy draft...NOW U HAVE THE PERFECT TEAM!

theres a difference. unguarded's 99 thing is tips on how to get 99, while yours is cheating to get 99. of course anyone could do what you said. it would be even more boring then watching your players become stars.

I really just wanted to crush dynasty mode legitly, since playing against the computer in superstar mode with regular teams got boring eventually. Most people probably want to build a team with some of their favorite players around instead of all rookies and sophomores, so hopefully this strategy helps in building a great team regardless of whether you get all 99s.
I have noticed that it's easier than I thought to get all 99s. Marvin Williams and Gerald Green get to 99 with hardly any training using this strategy, meaning you can have as many as 7 players on your team with 99s by year 10 if things go well. So you should be able to draft 2 of your favorite veterans early and then stock up on the young guys later, while still hitting the goal of all starting 99s by year 10. This will likely be what I do in my next dynasty.
