Maybe you can't sign any players because you dont have any space on your Roster

That's not the case. If my roster were full I would recieve a message stating that i don't have any open roster spaces, not that i don't have any salary cap space. And i'm not that stupid =/

Does it say you are -13 million under the cap or 13 million under the cap. If it has a minus sign (-) that means you are over the cap

Try going into Live and save a dynasty/season/roster file, or you can just create the saves folder yourself. Either way works.
