Do you think that the rookies generated have high rating?

even after playing for 4 seasons, i find that rookie ratings are very high.
A late 1st round pick rookie has about a rating of 66 overall.
but even a late 2nd round pick rookie has 61 or 62 overall.
Plus the old players rating are dropping, hence teams are keeping their rookies and their roster has about 4 or 5 generated rookies!!
