I'm in 2nd year of my mavs dynasty & I've searched everywhere for him.. free agents, bulls.. every team. Is he even in the game?

try downloading andrews rosters, maybe he is there?

Haven't loaded up my PS2 version for a while but I'm pretty sure he's in the game by default. He might have been pruned from the free agent pool in your Dynasty.
