Because David Stern doesn't control Major League Baseball. The NBA has its own rules when it comes to issues such as these; it's the same reason the NHL series had real salaries before NBA Live. It wasn't because the producers are lazy or because they didn't want to or any of the other anti-EA catchphrases that were being tossed around at the time, the NBA wouldn't let them while the NHL had no problem with it.

They say NBA won't allow fights. Well I have 03, and during the playoffs and finals, before the tip off, the two centers meet up at center court and kinda look like they trash talking to each other before they split apart

I remember in 1-on-1 mode (it was either 03 or 04) when you check the ball, you could put some 'pep' in it rather than just a simple bounce pass. Now they even took that out

Yes, there was that staredown cutscene during the Finals in NBA Live 2003. However, the NBA will not allow any kind of punch-ups in the NBA Live series which is what most people are talking about when they say they want fights in the game.

why didnt the NBA want salaries in the game before this year? and next year will there be an MLE and LLE? or is Stern just a meanie?

I'm not sure the exact reasoning behind the previous rules regarding real salaries in NBA Live, all I know is that it was the NBA's decision not to allow the use of real (or realistic) salary amounts, not EA's.
