cpu teams doesn't trade

My problem is that in both of my dinasties(6 and 2 seasons) cpu teams almost doesn't trade - there is like 1 small trade in a year plus the free agents almost ever sign with their former team, not with a new one. Whats the problem - is it the game or what? Can I do something about it?
