How do you edit the rookie draft to put in real players like Redick, Morrison. Do you edit before the draft occurs or wait until everyone drafts a CPU made player and then edit?

You can either edit the players before or after the draft. It's your choice. Their ratings and appearances are located in players.dbf and appearance.dbf. The good thing before the draft is that it doesn't really take much time since you can't edit their ratings at that point. You also can't edit by which team or at which position they will be picked.
If you like realism, you'll edit their names, height, weight, date of birth and college before the draft and complete them once the draft is done.

what i do is edit the rosters at the start of the next season. i list the rookies with high ratings. maybe 68 above and also the teams that drafted them.
then i edit the corresponding DBFs and i put Legends. as much as possible to thier previous team.
Example.
Lakers drafted a 68+ rookie for example Liu Vuu(whoever he is) a center.
then i edit the DBFs(appearance and players) to replace Kareem Abdul-Jabbar. i change the
name columns
ratings(i rate down the legends to reflect their rookie years, only based on my assumptions and somewhat near to the originally drafted rookie rating of Liu Vuu)
I leave the birthdate of Liu Vuu so that legend Jabbar would not retire because of age.

Yea....I understand how to edit all of the names, positions, appearance, and all else.
You use DB Commander and open up the players.dbf file from your season at anytime during the season. Scroll right to the "Rookiernk" collumn, and scroll down. Wherever you see this collumn filled with numbers from 0 to maybe 130, that is showing that they are generated rookies for the next year. 0 is the projected #1 pick, 1 is the projected #2, 2 is 3, etc. etc. and all the way down.
Scroll right, and wherever you see something in the field, you can change it to whatever you would like to. Use this -

In order to change the height, weight, and skin color, you have to open up the appearance.dbf and then use the playerid to figure out which player is who. Height is done by inches...so 6'6 is 78, 6'0 is 72, 6'11 is 83, etc. etc. You use this link -

You cannot change their ratings until they are drafted, and when they are, you just use these same procedures.
The only thing I don't know how to do yet is change the faces for them.

If people have made cyberfaces for them, it's quite easy. I think ones for Redick and Ronnie Brewer have been made, maybe more. You just need to put them in the sgsm folder and change the player's PLAYERPKG to, for example, ROBREWE.

Well, I did a few things to figure out what rookie generated PKGs give what results for players, so here is what I got from it. This may not be 100% accurate, but it is definitely close.
The numbers correlate with the skin color...0 being white/very light, 1 being a bit darker than that, 2 being medium light skinned for a black person, 3 being brown skinned (Kobe, T-Mac, etc), and 4 being the darkest (Garnett, Shaq, etc). I put the color, then the style of hair that they had.
2 - Corn rows - plyr046
0 - Regular fade - plyr079
2 or 3 Bald head - plyr098
3 Bald head - plyr097
0 or 1 Dark hair (Good for Reddick) - plyr041
4 Corn Rows - plyr007
4 Corn Rows - plyr105
