.ebo files?

I've seen them supplied with courts, and they're in the .viv files of all the jerseys. Are they for placement of graphics? I haven't done a court since Live 2001, so I'm a bit out of the loop on them. Do people edit them with hex editors exclusively, or is there an easier way?
