During yoru DYnasty: You shouldnt be able to trade for a rookiei n their rookie year(it keeps realism...do the teams trade away rookies that they DRATED who are POPULAR? No..I dont think so)

I somewhat agree, but I don't think it should be impossible. Kevin Johnson, Chauncey Billups and Alvin Williams are three names that come immediately to mind when I think of players who have been traded during their rookie campaigns.
