Well If you're looking for a superstar shooter to build a team around I'd go with allen or pierce. They may be a bit old, but they're worth their money for a couple of seasons.
As far as I know there's no really young big men who can be compared to Dirk Nowitzki. The only one I can think of is Antawn Jamison but he's not the youngest either.
For a draft I suggest you to pick a scenario. For me it is no fun playing with a stacked team. I'd rather pick a young superstar to build the team around (e.g. Amare, Howard or LeBron) and add a couple of decent players as well as one's in the mid 60's.
For instance to build a team around a Shooter like Pierce I'd suggest the following (non stacked version in brackets)
C: Jamaal Magloire (Nenad Krstic) - Provides you team with decent inside D
PF: Andrew Bogut/Dwight Howard/Amare Stoudemire (Boris Diaw)
SF: Paul Pierce (Kyle Korver) - Good shooters
SG: Eddie Jones (Gerald Green) - Decent Guards, Green develops very well
PG: Tony Parker/Steve Nash (Rafer Alston/Beno Udrih) - All of them can control the offensive flow of your game.
