It's been answered before, but in a nutshell: players not signed by an NBA team by a certain cutoff date aren't included in the game. Smush Parker is one of them. Similarly, missing legends are missing because EA does not hold their image rights. In both cases, those individuals cannot appear in the game due to the legal restrictions on image rights.
