Shaky screen (low frame rate) "PC"

Hi, i have an AMD 2500 (1.4 ghz), 512 mb of ram and ATI Radeon 9550 graph card.

I have this problem for both EA games "NBA Live 06 and Fifa 06". When i run the court in a set play for example, the court lines are so shaky it is just like playing the game in 10 fps. It is not just court lines but everything on the screen shows the effect of a low frame rate. It happens when i throw a long pass or soot. I mean when a rapid movement on the screen happens, it becomes sluggish. And i changed the details settings to minimum, but it is still the same.
Do you have any idea to fix this ? Already mailed to EA, but i don't think they'll come up with something.

I fixed the problem in Fifa 06 by adding the line "RENDER_RATE_MODE = 2" into the ai.ini file (expanded it from config.dat).

So can i do the same thing in NBA Live 06. Is there a config file like in Fifa ?

do you have v sync turned on or off?

Sorry for bothering but i checked the game again, and i think it is about my system causing the low frame rate. I mean it is ok to play, there is not much disturbance. Sorry for it.
