I'm under the impression it aids in running plays.

the circle is where your ballhandler must go in order to execute a specific play. there are plays where there is a star or stars which indicates whom to pass the ball after your ballhandler stepped on the circle. try downloading Basketball Playbook v008. there's a sticky thread for that.

he doesnt have to be in rookie difficulty to activate this. i remember volsey or someone telling me that in order to run a play and have the circle thing to show up (designated player should be where the circle is to initiate the play, if it has the arrow, the play starts once the pg runs through the circle towards the arrow's direction), you double tap the d-pad for the play you want, then press r-3 (press the right analog thing down as a button), and voila, the circles appear. and if im guessing correctly, the play you are attempting to run is power pf or power c?

i dont know about the joystick since im using the keyboard. as for keyboard or joystick users. after calling a special play, tap OFFBALL and the circle will appear. but beware in online games coz whenever you do this your opponent could also see the circle and could anticipate your play. so try to memorize the location of the circles, stars, and arrows so you wouldn't have to press the offball button whenever you call a play.

Yes, I think I was running a power PF play. I just pressed the d-pad once to switch to Kurt Thomas( he was at PF, instead of Okafor), but I guess tapped it twice, so thouse circles appeared.
