Salary Cap change

I heard it from somewhere in here that you can change the salary cap if you have the pc version and i bought the pc version so i want to change the salary cap... i want to make it so i make about 5 million a year so that the salary cap isn't as annoying as before but don't know how to do it... can anyone help me?

Also can anyone tell me how to (I use Keyboard)
1. Throw the ball in a slam dunk contest
2. Resign players before their contract expires
3. Different combinations for Dunks in the Dunk contest... and please tell me with the keys i use

Q - pass
W - shoot
Y - steal
H - block
Left Shift - Superstar mode
X - Turbo

I have more questions but can't think of them... please help. I've searched through 2 pages in this forum and can't find these answers... dont really want to go all the way back because i dont know which are PC and which are other consols
