More detailed tips have been posted before, but there's basically two ways of doing it. Trade with a team that is below the cap so you eventually get rid of bigger contracts in exchange for smaller ones and free up room. Or wait until the offseason and let players with expiring contracts leave the team. You can of course do what many NBA teams in real life do and trade unwanted players with longer contracts for players they don't really want either but have contracts that expire in the upcoming offseason.

And of course if you're playing the PC version you can hack the game to raise the cap or edit your player's salaries. But that would be cheating.
