< than 1 minute lagg

When clock goes past the 1 minute mark, I get horrible lag. people said it to be because of the milliseconds thing and there is supposebly a patch to fix it? I have recently reformatted and I have this problem again and it is very irrataiting. I could not locate a patch, would somebody please link me .
