is there a way to use the wingman action gamepad in the menu

I'm new to this forum but I couldn't find the anwer to my question.
is there a way to use the wingman action gamepad in the menu?
in the game itself it works fine, but because i am using my tv out to watch the game on the tv, i don't want to use the mouse, only the gamepad.
please tell me if it can be done or not, and if it can be done, then how?
