I wouldn't debate the improvements in XP Pro, but that isn't the reason why some people won't upgrade. The idea that you are buying a product that you essentially don't own is disturbing. I spent a few days tweaking my XP pro system to ensure that my data, internet activity, and product information stays private. Most people don't have the time, patience, or understanding on how to do this.
Sadly, Nels is right. MS has firmly inter-twined their "Big Brother" tactics into this and future OS.
For gaming, there really is no difference between XP Pro and Home. Pro is more powerful, offers better networking, and overall management- which is proabaly a moot point for the average home user. Most of my clients just want to turn it on and go. Of course then we have to debate whether the average home user is the average gamer!
I have played 2003 on my brothers PC - Win ME - and it runs fine. He has a pretty fast machine, optimized for gaming, however.
All that said, XP Pro is quite the OS. I still get BSOD occasionally, but that tends to be from my *habits* rather than the OS. I will say, however, the SB Live with certain SDRAMM does cause issues. So if you have a SB Live card and are thinking about upgrading, check your RAM first!

How does this relate to whether the game gets patched?
