Need help installing Rucker Park

I've changed the xstartup.cfg file to say customart 1. I then double click on the 1on1 bat file to install it and press any key to continue. But when I go to play the game, it's still the regular urbancourt. Do I need a patch for nba live 2003 or some sort of editor? Please help me.
