Simulating, the Clippers are a good choice. Not only is their first game on the generated schedule one of the earliest games, they're pretty well off as far as cap room goes after the first year. From there, it's just a matter of taking advantage of the CPU and signing free agents for the minimum, then re-signing them long term at a higher price. Needless to say, that team isn't much fun to actually play games with.
As far as playing the games, there's no definite best or worst team, since the overall team rankings mean little when a player's skill is taken into account. The best team to use is one you have fun playing with and suits your style of play - the worst team is the one that doesn't work out for you, and can't be improved through roster moves.
