Are you using conflicting hardware or software? Do you have the correct drivers installed for your video card? Are you using a gamepad that requires its own drivers?

I suggest updating your video card drivers and installing the official patch (available at the official NBA Live 2003 website). If that doesn't help, and no one else has any other solution, then I suggest consulting EA's tech support website.
