I had some spare time so I went looking for this. All I found online was the 2006 version at FilePlanet (nba_live_street_06.rar). I am convinced there is no download for 2003 or 2004. Just so others don't waste their time. I did find an unexpected file name of something like nls2k3v360.exe or something like that on an Asian site, but the download apparently was dead.
