I am getting sluggish performance no mattter what settings I use.
The game runs reasonably fast but there is choppy graphics. I had the same problem with FIFA 2003 until I added the line: Render_every_ai_frame=1. Is there an .ini file or anything for NBA live 2003?
I have also tried using 512mb PC2100 Ram but its just as bad.

You can find one at the Official Live 2003 site. Check in the Downloads section. I've written some brief instructions on installing the patch that you might find useful, you can find them in the NLSC's NBA Live 2003 FAQ.
