Problem with the Toolkit for Access 2000

When I open the Toolkit-file, I can see a menu but when klicking on "The mega modifier" I get an error...this happens all the time, regardless of the menu-item I klick on....I don't have Borland BDE but the link given in the Toolkit does no longer exist, so where can I download this BDE-stuff?
