for some reason i can't download the Nba 2003 NLSC roster update, the only thing i download is a web page! could you send the file to me please?

Left-click the download button, log in to GameSpy FilePlanet (if you don't already have an account, you can register one for free) and then download from the Public Servers (which are free). You can't use a download manager with FilePlanet.
