Editing Formulas and Max Ratings?

Where (wihch file) and how do you edit the formulas that calculates the player's ratings like in DK and other roster patches?
This is probably related to formulas (since max ratings are derived from formulas), but how do you set the max rating? Or is 99 a fixed-set max rating in Nbalive2003. I know you can change the max rating cause hoopscitylive's roster patch has some max ratings at 85. THnx
