Here's what I'm going to do:
Since neither of the sites I used give me enough bandwidth, I'm going to keep them both up and keep my patches on both of them. Hopefully, one of them will be available to download my patches.
So if you want my New Orleans Court 2003 v1.1, Detroit Court 2003, and Portland Court 2003 patches, you can (try to) get them at either of these sites:

If neither is up when you try, just be patient and try back a little while later (like in an hour). I might add another backup site as well, if this doesn't help enough.
