Adapting Tweaked Rosters for Franchise

People keep saying you can't use the tweaked roster's for franchise, because the rookies won't be generated tweaked,
but
why can't you just tweak all the rookies at the start of the season with the toolkit. If only someone would make an option with the MegaModifier, where you can select all the rookies, just like you can select forward/guard/centers. It would be easy.
And it's possible to do it with excel too if you know how.
