I had this happen, too. It seems to only occur if you start a game with the "Environment" settin set to 'Maximum" or "High", or if you change to those settings during a game, then go back to "Medium" or "Low". Just go back to the main menu, make sure you have the "Environment" details set to "Medium", and start a new game.
