locate your main Nba live 2003 folder, not the one in My Documents, and open folder named render.
There create a folder named xteam.
Insert all jersey fsh files there (don't forget numbers
)

I tried but it says, Can't create new folder: A file with the name you specified already exists. Specify a different filename.

then I suppose that you already have a folder named that in your render folder...

Then you can use Qweet's jersey installer for the dbf issues.
