what file do i need to edit so i can adjust the salary cap for 2003?

The file you need to edit is salary.ini, which can be found in your Program Files\EA Sports\NBA Live 2003\felogic folder.

Does affecting the salary.ini affect franchises that have already started? (One that I have already played several games, and saved).

No, it won't affect any saved games in progress.

This is incorrect. You "CAN" change the salry file in Franchise mode and it will reflect the changes. The file has nothing to do with saved franchise.

Changing the default salary.ini file (in the folder I mentioned) shouldn't affect any Franchises already in progress.
