How to Draft Legends in Franchise Mode fantasy draft?

I copied all the legends I want onto the active roster and saved the roster. Then I try to run the franchise mode in order to fantasy draft (including the legends) and for some reason they all disappear when its draft time. Is this possible? It used to be.
