To enable custom art go to C:\Program Files\EA SPORTS\NBA Live 2003\main\cscripts open xstartup.cfg with notepad, replace the last line with this one:

customart 1

Note: enabaling the custom art feature will make loading screens take longer to load.

Well as a newbie...you're going the right way about asking for help, good on ya mate...
The Customisation Guide Will be of some help to you. And DANet's Tutorial will be very helpful towards the making of a patch too...
Those two tutorials is mostly about working with the files, tips and what programs to use. But the actual process of editing the picture is in a different tutorial altogether...Da X-patcher's tutorial is the best tutorial around to explain that...but his site is down...so i guesse you'll have to try figure it out from the two links i just gave you... :)

Well it's pretty hard to do at the moment because the game only just came out and there are no automatic updates.
It isn't the best time to learn how to patch if you're new to it. You should wait a little while untill there becomes an official way. (blotch)
