If you would have actually bothered checking the main page, you would have seen two clear links to the Banner Exchange. But, to save some time, here is one of the main rules:

• Your site must offer coverage of one or more games in the NBA Live series, one of the other EA Sports or Electronic Arts games or offer in-depth coverage of video games in general.

I'm not even sure why you would expect getting your site featured on the Banner Exchange in the first place.
