PC Steam problem

I play NBA 2k17 PC on Steam. Today I launched game and after intro i saw weird window...steam is currently experiencing...How to rapair it?

On mobile I login normaly

Well I guess there is an online fix that people are using, enabling them to playing 2k17 online, and 2k patched it, so they want to find a way that it can be bypassed or updated so they can play online

(People are distressed because they cannot play online atm)

It's not Steam. Why not tell us that you're using a crack? Lol!

I get a window sometimes. It says "launching" or some such, but then disappears and reappears. It happens when I launch the game with Steam in online mode. Either restarting Steam or switching to offline mode then launching the game works. However, sometimes the problem persists if I just go to offline mode, so restarting Steam is the best fix.
