If they could scan their actual bodies and have that represented in the final 3D model, there'd be zero complaints left when it comes to player likenesses. I reckon we'll get there with time.
I don't think they do scan bodies of everyone, as they leaked Dwyane Wade last year getting his body scanned, and Konami's PES just uses ordinary professional cameras to do Neymar, and just a lot photos will work as reference to sculpt the bodies. They probably did for a template, unlike my acquainted Live 08 only has Thin, Medium, and Thick, along with No Muscle, Muscular, and Cut.
I'm pretty sure these infamous body scans of recent years were done for texturing purposes only, not for any 3D models as one would be inclined to assume.
