How do some of you add 3D hair to models that don't have 3D hair or other hair?

Damn so how do some of the mods have 3D hair that they didn't have before? Can you show me how?

They basically edited the model that already had a 3D hair using Blender. So it is very hard to do that if you don't know how to use blender. It took hours to finish it.

They basically edited the model that already had a 3D hair using Blender. So it is very hard to do that if you don't know how to use blender. It took hours to finish it.
I wish there was an updated video showing that process
