MyPark lag

My situation:
I'm living in Europe, not even 20km away from one of 2K's server locations.
My Internet is pretty good (Not having any problem playing GTA Online with Americans e.g.).
Still I experience frequent lag such as delayed reaction time and even timeouts up the 3 seconds ("Waiting for Opponent" message).

(It seems like the other players in the match don't suffer nearly as much lag as I do)
My main questions:
Do you join the same server (the same Park?) everytime you enter "MyPark"?
Is it possible that for some odd reason I connect to a different server than the one 20km away from me?
Do you know how I can test my ping to the 2K server?
