First download the external file plugin from here. More info here
then put the the extracted file into your nba 2k16 directory. then you will have a "Modded folder" there.

Now extract my jersey mod file and put all the extracted file in "Modded folder" and then, thats it play the game and see the changes.

I don't think the new jerseys are in the archives. Since they're not patched in, but rather just sent in with a roster update, it's unlikely that you'll be able to overwrite the original file.
