You can't purchase alcohol when you're under the "purchasing" age or you'll be fined/community service/counseling/juvy, and the establishment that sold it to you will be fined or subjected to legal action. Your parent/guardian can be subjected to legal action too.
If you are caught drinking alcohol as a minor, the law can't force you to pay fines/community service/counseling/juvy. The parent/guardian are usually called because of "concern" by the cops or the parents/guardians are to face the responsibility of laws here that relate to raising a child (in that case, a minor is still considered a child).
Though there is no legal drinking age, hence it's not illegal if you're still a minor, you can still get in trouble with it because of other laws, like if you walk around the streets while drunk (illegal) at night (illegal, some places have curfews) or serving drinks to a minor (illegal, the minor who only drank will get off the hook, but the server will get in trouble even if the person is a minor - fine/juvy/community service/counseling).
Basically, there is no law here that directly says a minor can't drink alcohol but there are arseload of other laws that prevents anyone from encouraging a minor to drink (although that doesn't stop anybody from doing it).
