This is from an Estonian newspaper. The headline reads 'People drown every day and there doesn't appear to be and end'. Small text is that more people have drowned in July then there have been days in July. And the ad below with the family in the water reads 'What are you waiting for? Others are already here.'

They should really check for things like these before printing, though it does give a humorous effect to a sad story.
