Steam cant find CD-KEY

I everyone
I preorder the game and played it until yesterday...
today when trying to load the game I get the message "Failed to Contact Key Server"

in the steam support this is what is written

"If the game is a recent release, or was purchased during a sale

While we do our best to anticipate demand from our users, occasionally we may run out of keys to provide for your purchase. When we are out of keys, this error will appear. You will be issued a key as soon as we have been given more by the game's publisher."
if so why should anyone Pre-Order a game if cant play on release day?

They probably only ran out of the Pre-Order Stuff Keys. You should still be able to play the Games.

nope, we can't. tried yesterday from 7PM till 10PM GMT+4 with no luck. and this is the most annoying thing: we played without pre-order bonuses 4 days and surely can play without them 1 more but no. 2K should exactly know how many copies of the game was preordered so why they run out the keys? and we are not alone. there are many users in Steam forum with the same issue

To my it isn't a few minuets and the game work fine !
