How to add new shoes and how to get official roster (OFFLINE)

Hi guys I was just wondering if you could add new shoes (ex. Kobe 11) and official rosters (ex. OP Half-court shooter Curry) because I can't seem to find official rosters and be able to download them even shoes, do I need to be online?

Its Steam but cant connect to online but its pirated.
