VC Frozen. Need Help.

Hi all. Has anyone encountered this that VC is frozen and doesn't increase anymore? This happened right after I used up all of the available attribute upgrades. Thanks.

Update: Tried to purchase VC and it does increase. So the problem is it doesn't increase anymore when playing games or completing endorsements.

Update2: Just played it through and after a number of games, VC is increasing again. Not sure what happened there. ANyway, Admin, you can now close this thread. Thanks.
