My guess was that NBA 2K15 on the lowest settings is going to "look something like" 2K14 on high settings. If you think your going to see huge improvements over 2K14 on high settings by playing 2K15 on the lowest settings your in for a surprise, especially if you have to drop your resolution(With a GT 520 you probably will). It will probably look a little better, but you have to remember that an older PC can only do so much. But hey, I could be wrong, 2K15 might be optimized much better than their previous releases. This is really the first year the PC has got any love from the devs so who knows?
