It lags no matter how low the settings are how do I get it to run the way it does on the ps4 without lagging I seen so many people without this problem

I hope you realise that this game is to be run on a high enough PC. It won't run like it does on PS4 if you have a crappy laptop. If you're new with this whole PC gaming thing and specifications etc. look it up on Youtube or on PC gaming forums. There's thousands of people dedicated to making good gaming PC's.

...what exactly were you expecting to hear from this forum if you can't provide specs?
If you don't know what you have I'm going to go out on a limb and say you don't meet minimum requirements. If you do want to find out you can always run dxdiag, you're welcome to post it here for feedback.
In the future, you should really look into the requirements for a game before purchasing. Canirunit.com is solid for getting a general idea of where you stand.

Yeah, there's no way to run the game with these specs. Your best bet is to either get a dedicated gaming PC, or if that seems like too much of an investment, a PS4.

Yeah, the Intel HD graphics chip is not going to give you acceptable performance in NBA2K15. If that is a desktop and not a laptop, you should be able to add a video card and and run the game well. If it's a laptop, you are most likely screwed as you usually can't add or change video cards.

Its an all in one PC so I doubt I can change the video card. I just really wanna know is it possible for the game to run like it does for the console.

With a good video card, it's possible for you to run the game better than on the consoles. Since it's a pc you should be able to buy a video card and get better performance.
You need to look at are your power supply and your motherboard. Check to see what wattage your power supply is and whether it has enough power to supply your system enough juice and had the right connectors for an added video card that can run the game on max settings. You will have to do some research to find that out. You also need to check if your motherboard has a pci express slot and what version that skit is that will allow you to plug the card in to your motherboard. Also check to make sure the card you choose has the right cable port to connect to your monitor.

your cpu and ram are good to go but upgrade your gpu. . . if you want to run 2k15. . preferably gtx series of nvdia or higher
