Considering that they touched all the visuals and core gameplay mechanics, which like he said were the 2 main things that they worked on because Live 14 was obviously lacking in both areas, then it can be compared to a ground up experience. The moment you start changing core mechanics, AI has to be written/improved/changed/re-written or whatever, the animations need to be adjusted to fit that, as well as the controls. Those three things can make it a seem like a new game, and I think that is what they are referring to.
However, last time they did something like this, the name of the game was changed and they had to package another game with it to try and make it seem like a deal.
