2k13 Steam stuttering issues? please help!

I have an i5 2500k and HD7970, my game stutters even when I turn the settings down low. I keep hearing theres config file tweaks to optimize it if you have a 4 core cpu, but I can't even find the save file document anywhere on my hard drive.
Someone please help would be immensely appreciated. My brother has the same exact system as me, bought at same time and he has a pirate version and it runs like butter. After playing at his house I decided to actually purchase it and now I feel like a sucker. How can the bootleg version actually run smoother than the Steam version
