I have a question - Does Vlad Make new version REditor to edit files from NBA 2013 ?? Or update last version of REditor ??

He makes a new version, compatible with the files from NBA 2K13. You have to buy the tables again if you want to edit the non-roster files. But, as of today, that's not even announced, and I don't think he'll be able to release before the end of the year. Last year, Vl@d started working on it at the beginning of November and released the first version on January 13th. Don't expect an update soon guys, that's how the great Vl@d works, give him his due time for that great tool.
