XINPUT1_3.dll error?

Does anyone know hwo to fix this? When I try to play nba2k13.exe on my new laptop, i get a message that says it cant start because XINPUT1_3.dll is missing. I tried installing every update avilable for windows 7 but it sstill isnt working!
